Wanted.... Attorney that represents the tenant. (Tucson)

I wish to sue the property owners for negligence, personal and real property damage, harassment, and possibly senior abuse.
I bought my home from this senior park and it sits in fourteen inches of rainwater for days during Monsoon. It's damaged my $10K central ac, my sheds and contents, unleveled my home twice. They refuse to put in any drainage system. They tried to evict me for complaining, etc.,etc. It took nine years just for them to fix the manhole that leaked raw sewage under my home. This lot is not safe!
Legal Aid can't help me. Step up to Justice says that they do not have an attorney available that specializes in this field. Modest Means Project is a "joke"! The attorneys that I have contacted either will not respond, admit they represent the Landlords because they're wealthy, want to charge me for a consultation just to end up saying they can't help.
Where is the vengeful attorney that represents the tenant? Where is the attorney that will add their fee on top of the lawsuit?
