Made by the Cherokee Indians of North Carolina. Tags still on most of them. These are actual tree branches that were harvested.
These were created as a toy souvenir item sold in tourist stores. This would be a great project for a Cub Scout troop to cut the rubber and restore them and do target practice. These are definitely not for hunting or professional competition. A fun craft item.
